VATICAN- Congrès continental africain à Nairobi (Kenya) du 2 au 5 juin: “Pour un meilleur soin pastoral des migrants et des réfugiés en Afrique à l’aube du troisième millénaire”

Cité du Vatican (Agence Fides) - Le phénomène de la mobilité humaine, volontaire ou forcée, a toujours marqué l’histoire de l’humanité, mais ces dernières décennies il a pris des dimensions presque universelles et des significations plus complexes.

Chaque continent, tous les gouvernements et les organisations internationales sont donc appelés à affronter ce phénomène et ses nouveaux aspects. Pour mieux examiner cette réalité, dans le contexte du continent africain, ce congrès se présente comme un laboratoire, auquel participeront, de façon active et créative, des représentants de plus de vingt pays africains, parmi lesquels des évêques et des opérateurs pastoraux. Ce sera un lieu d’écoute, d’approfondissement et de dialogue pour identifier de nouvelles voies, toujours en continuité avec le passé, pour l’activité pastorale spécifique en faveur de millions de migrants et de réfugiés en Afrique.

Le programme prévoit pour l’inauguration les saluts du Nonce apostolique au Kenya, de l’Archevêque de Nairobi et du Président de la Conférence épiscopale kényane. Les travaux du congrès seront introduits par le Cardinal Renato Raffaele Martino, Président du Conseil pontifical de la pastorale pour les migrants et les itinérants. Les autres intervenants seront Mgr Agostino Marchetto, Secrétaire du Dicastère, dont l’attention portera sur les nouveaux itinéraires pastoraux dans le cadre du service aux réfugiés et aux victimes du trafic d’êtres humains, et Mgr Novatus Rugambwa, sous-secrétaire, qui mettra en lumière plus spécifiquement les nouveaux esclavages liés aux migrations, des thèmes d’une actualité brûlante même dans le continent africain, comme en témoignent les funestes évènements de ces jours-ci.

Ensuite le Dr Johan Ketelers, Secrétaire général de la Commission catholique internationale pour les migrations (ICMC) et le Cardinal Peter Kodwo Turkson, Archevêque de Cape Coast (Ghana) prendront la parole : le premier présentera la situation générale des migrants et des réfugiés (internally displaced persons) en Afrique, tandis que le second fera le point sur le dialogue en cours, dans le domaine migratoire, entre le Symposium des Conférence épiscopales d’Afrique et de Madagascar (SECAM) et le Conseil des Conférences épiscopales européennes (CCEE). Puis il y aura deux tables rondes, qui porteront respectivement sur les expériences pastorales en faveur des migrants et sur celles pour les réfugiés et victimes du trafic d’êtres humains, impliquant différents opérateurs pastoraux de plusieurs pays africains, avec la coordination, respectivement, de Sa Béatitude Mgr Antonios Naguib, Patriarche d’Alexandrie des Coptes catholiques, et de Mgr Robert C. Ndlovu, Archevêque d’Harare (Zimbabwe).

Les groupes d’étude se réuniront deux fois et leurs réflexions, ainsi que les suggestions qui émergeront au cours des travaux et des débats, constitueront les conclusions et les recommandations du document final. (S.L.) (Agence Fides 27/5/2008)

VATICAN - African Continental Congress in Nairobi Kenya June 2-5: “Towards a better pastoral care of Migrants and Refugees in Africa at the dawn of the Third Millenium.”

Vatican City (Agenzia Fides) - The phenomena of human mobility, voluntary or forced has always marked human history, but in the last few decades it has taken on an almost universal dimension and with increasingly complex characteristics. Every continent, all governments and international organizations are, therefore, called to confront this issue and with all its new forms. In order to better examine the situation, in the context of the African continent, this Congress is being offered as a sort of observation laboratory, to be attended by representatives from over twenty African nations, including Bishops and pastoral care workers. It will be an opportunity for listening, reflection, and dialogue in order to find new means, also in continuation with the past, for pastoral activity uniquely designed for the millions of migrants and refugees of Africa.

The program includes opening addresses from the Apostolic Nuncio of Kenya, the Archbishop of Nairobi, and the President of the Kenyan Bishops’ Conference. The sessions’ speakers include Cardinal Renato Raffaele Martino, President of the Pontifical Council for the Pastoral Care of Migrants and Itinerant People and Archbishop Agostino Marchetto, Secretary of the Dicastery, who will speak on the importance of attention to the new pastoral itineraries in the area of service to refugees and victims of human trafficking. Msgr. Novatus Rugambwa, Undersecretary, will reflect on the new forms of slavery in connection with migration. These themes are all of great relevance in the African continent, as the unfortunate events of recent days continue to demonstrate.

Dr. Johan Ketelers, Secretary General of the International Catholic Migration Commission (ICMC), will present the general situation of migrants, refugees, and internally displaced persons in Africa. Cardinal Peter Kodwo Turkson, Archbishop of Cape Coast (Ghana) will reflect on the dialogue being carried out in the migration field between the Symposium of Episcopal Conferences of Africa and Madagascar and the Council of the Episcopal Conferences of Europe (CCEE). Later in the Congress, there will be two round-table discussions focusing on the pastoral experiences in favor of migrants, refugees, internally displaced persons, and victims of human trafficking, led by various pastoral care workers from several African nations, coordinated by His Beatitude Antonios Naguib, Patriarch of Alexandria for Copts and Archbishop Robert C. Ndlovu of Harare (Zimbabwe).

The study sessions will be held twice and the reflections and suggestions that emerge over the course of the workshops and debates will be published in the conclusions and recommendations of the final document issued at its close. (SL) (Agenzia Fides 27/05/2008; righe 35, parole 410)
